Overview
The Subclass 491 is a provisional visa that lets skilled workers live, work and study in a designated regional area of Australia for up to five years. It is not permanent on its own, but it is designed as a stepping stone. After three years of meeting the conditions, you can apply for permanent residence through the Subclass 191. The 491 requires either state or territory nomination or sponsorship by an eligible family member living in a regional area.
Eligibility
- Have an occupation on a relevant list, which for the 491 can be the Medium and Long-term list, the Short-term list, or the Regional Occupation List, depending on the state.
- Hold a positive skills assessment for that occupation.
- Be under 45 when invited to apply.
- Have at least competent English.
- Reach the points threshold, including the 15 nomination points.
- Be nominated by a state or territory, or sponsored by an eligible relative in a designated regional area, and meet health and character requirements.
Regional areas
For the 491, almost all of Australia counts as regional. The only areas that are not treated as regional for this visa are the three largest cities: Sydney, Melbourne and Brisbane. That means Perth, Adelaide, the Gold Coast, Newcastle, Wollongong, Hobart, Canberra and every smaller town qualify. This surprises a lot of applicants who assume regional means remote. It does not. The designated areas are set by legislative instrument and defined by postcode, so check your intended postcode before you commit to a location.
State nomination
Most 491 applicants come through state or territory nomination. Each state runs its own occupation lists, allocations and selection criteria, and the number of places changes each program year. States now have a lot of freedom in how they select, so aligning your application with a specific state’s priorities matters more than chasing a high score alone. Western Australia and South Australia have run active regional programs, but a larger allocation does not always mean an easier invitation, because states prioritise particular occupations and sectors.
