Pathway to 191 PR
The 491 leads to permanent residence through the Subclass 191. To make that jump, you generally need to:
- Hold your 491 for at least three years, counted from the grant date.
- Have lived, worked and studied only in a designated regional area throughout, in line with your visa conditions.
- Provide ATO Notices of Assessment for at least three income years within the provisional visa period.
- Meet health and character requirements at the 191 stage.
There is no points test, no new skills assessment and no fresh nomination for the 191. On the income question, note that there is no legislated minimum income threshold. The requirement is to show three years of tax returns through your Notices of Assessment. The older figure of about $53,900 that circulates online was never set as a legal minimum, so the priority is simply lodging your returns each year.
