Skilled Migration overview
The general skilled migration program is aimed at workers whose occupation is on a relevant skilled occupation list and who can score enough points to be competitive. Depending on the visa, you may also need nomination from a state or territory, or sponsorship from an eligible family member in a regional area. The framework sits under the Migration Act 1958 and the Migration Regulations 1994, and the annual planning levels are set each year in the federal budget, which is why invitation numbers move from one program year to the next.
Visa types
Three visas make up the core of points-tested skilled migration:
- Subclass 189, Skilled Independent. A permanent visa for people who do not need sponsorship. Your occupation must be on the Medium and Long-term Strategic Skills List.
- Subclass 190, Skilled Nominated. A permanent visa that requires nomination by a state or territory, and adds 5 points.
- Subclass 491, Skilled Work Regional (Provisional). A five-year provisional visa that requires state nomination or eligible family sponsorship in a regional area, adds 15 points, and leads to permanent residence through the Subclass 191.
There are also employer sponsored and regional permanent pathways that sit alongside these, but the 189, 190 and 491 are the ones most people mean when they talk about skilled migration.
Occupation list
Your occupation has to be on the right list for the visa you want, and it has to match your actual duties, not just your job title. Australia uses several lists, including the Medium and Long-term Strategic Skills List, the Short-term Skilled Occupation List, the Regional Occupation List, and the newer Core Skills Occupation List. Which list your occupation appears on decides which visas are open to you. The lists are set by legislative instrument and change over time, so the occupation that qualifies today may not next year. Confirm the current list for your ANZSCO code before you invest in a skills assessment.
Skills assessment
Before you can claim points for your occupation, you usually need a positive skills assessment from the relevant assessing authority. Different fields have different authorities, for example Engineers Australia for engineers, ACS for ICT roles, and VETASSESS for many professional and trade occupations. The assessment checks that your qualifications and experience line up with the nominated occupation. Getting the occupation and the assessing authority right at this stage saves months later.
Points test
Skilled migration uses a points test. You need at least 65 points to be placed in the pool, but that is only the entry mark. In practice, invitation cut-offs sit well above it, and for the 189 the median for invited applicants in 2026 has been much higher. Points come from your age, English level, work experience, qualifications, Australian study, partner skills and nomination. Because the pool is competitive, the difference between sitting and being invited often comes down to a few points, such as lifting your English from competent to superior.

State nomination
State and territory nomination is the lever that makes many profiles competitive. The 190 adds 5 points and grants permanent residence on arrival at that stage. The 491 adds 15 points and grants a provisional visa that leads to permanent residence after three years in a regional area. Each state runs its own occupation lists and selection criteria, and they change through the year. A profile that is not competitive for the 189 can become viable once nomination points are added, which is why choosing the right state matters as much as the raw score.
PR pathway
For the 189 and 190, a grant is permanent residence. For the 491, permanent residence comes later through the Subclass 191, once you have held the provisional visa for three years, met the regional living and working requirements, and lodged your tax returns. From permanent residence, the pathway continues to citizenship once you meet the residence rules. The route you take depends on your points, your occupation and how quickly you want certainty.
Frequently Asked Questions about Skilled Migration Australia
Do I need a job offer for skilled migration?
Not for the points-tested visas. The 189, 190 and 491 are based on your profile, not on a job offer. Employer sponsored visas are a separate pathway that does involve an employer.
Is 65 points enough to get a visa?
It is enough to enter the pool, but rarely enough to be invited on its own. Invitation cut-offs are usually higher, and for the 189 they can be much higher. State nomination points on the 190 or 491 can lift a borderline profile into contention.
How old can I be?
You need to be under 45 at the time you are invited to apply. Age also affects your points, with the highest points awarded to applicants in their mid-20s to early 30s.
Which visa should I aim for?
It depends on your points, your occupation and where you are willing to live. Higher scorers with an occupation on the Medium and Long-term list may target the 189. Others do better with state nomination on the 190 or regional nomination on the 491.
How long does the whole process take?
The skills assessment often takes a few months. After you submit an Expression of Interest, the wait for an invitation can be weeks or much longer, depending on your points and occupation. Visa processing follows the invitation.
Can I include my family?
Yes. Skilled visas can include your partner and dependent children, who must meet health and character requirements. Your partner’s skills may also add points to your application.
